Do you need DM permission to play a half aquatic elf? The SRD doesn't mention any bonuses half aquatic elves get, but then, aquatic elf need special permission, so I'm asking.

A half-aquatic elf is a half-elf, and is the mechanically same as every other half-elf. Half-drow only get their own separate subrace because drow are a bunch of emo Mary Sues. **

Do I still need to request it if I'm not requesting any non-standard powers? Like if I'm just doing it for a character's back story. 'Dad was a sailor, and mom really liked the sea ...'
